A nonmatch does not prove that someone never registered. Check spelling, date of birth, and county first. A move may also have changed the county tied to the record. An inactive voter has not automatically been cancelled. Federal list-maintenance safeguards limit removal solely for not voting and regulate address-confirmation steps. Likewise, taking part in a party primary does not create a Georgia party-registration field and does not reveal any marked choice.
The original application is not part of the ordinary public output. Supporting identity material is restricted as well. This split lets the public inspect defined elector-list facts without exposing the documents used to establish identity. When comparing two file dates, keep the generation date with each copy because a registration update or maintenance action may explain a changed status.

VoteSafe protects qualifying voters who have a protective order or live in a shelter. Georgia's Safe at Home program adds a broader substitute-address route for eligible survivors. A substitute or missing address may therefore be an intentional safety measure, not bad data. Treat the published contact address as the valid public address. Do not try to reconstruct a protected residence through property, business, court, or other public files.
